Pakistan – Evaluation of Legislative Strengthening Program

Checchi fielded a three-person team to evaluate USAID/Pakistan’s Legislative Strengthening Program, which was designed to support parliamentary governance by improving the functioning of the country’s National Assembly, Senate, and four Provincial Assemblies. Despite obstacles caused by the declaration of a state of emergency and the dissolution of five of the six legislative bodies pending new elections, the evaluation team made site visits to all four provincial capitals and conducted structured interviews with a broad cross section of stakeholders, including more than 200 legislators, staff, civil servants, civil society representatives, journalists, and business and academic leaders. In addition to assessing the effectiveness and sustainability of project interventions, the team identified lessons learned and provided concrete recommendations for future USAID assistance programming.
