
Mihir Desai
Chief Executive Officer
A former economic growth specialist at the World Bank, Mihir has embarked on more than 50 engagements and overseen more than 135 of Dexis projects worldwide. Specializes in investment policy and regulatory reform and regional economic growth strategies. A former senior consultant at AECOM International Development. Mr. Desai has solely or jointly authored over 100 publications and documents on subjects of technology and local economic development, special economic zones, business climate reform. Mr. Desai holds a M.B.A. in International Finance from The George Washington University and a B.A. in Economics and Computer Science from Macalester College. Mr. Desai is a founding member of the International Development Effectiveness Alliance (IDEA).
Linda Nemec
Executive Vice President
Linda leads the business development, strategy, and marketing efforts. Her subject matter expertise includes building alliances between public and private sectors, business environment and trade policy analysis, and strategy tools to enhance competitiveness of companies, industries, and developing countries. Linda designed public-private alliances for supplier training and workforce development in the extractive industries in various countries. She successfully set up and managed business development efforts for various large companies, such as Development Alternatives Inc.'s (DAI), where she expanded enterprise development practice by 50 percent in three years. Linda has also worked as senior executive and consultant for TATC, strategy development manager for DAI, vice president for Citizens Development Corps., and director of business development for Sprint / Global One. She worked at the US Department of Commerce, where she established and led an award-winning information service and business counseling center. Linda holds a M.B.A. degree from Georgetown University and a B.A. (Honors) in Russian and Economics from Allegheny College. She is fluent in Russian and speaks basic French.
Gregory Llinas
Manager - Contracts & Pricing
Greg heads the contracts and compliance division. He is responsible for ensuring full financial compliance with government contracts, leads all internal and external audits, and reviews and creates strategies for cost proposals. Area of expertise includes financial, operations, and contract management and negotiation with the Federal Government and private sector. He has worked as CFO for The QED Group, Masimax Resources Inc., ARA Media Services, Quality Software Services Inc., and Rem Capital Corporation. He holds a M.A. in Development Banking from The American University and a B.A. in Engineering from UNPHU (Dominican Republic). He is fluent in Spanish.
Jennifer Simancas
Manager - Business Development
Jennifer is the lead supervisor in tracking and coordinating proposals for new business opportunities. Ms. Simancas also manages projects in Afghanistan, Ghana, Iraq, Moldova, Mongolia, and numerous countries in the Caribbean region. Serving as the primary liaison with partnering companies, consultants, and field offices, she is responsible for ensuring project coordination and compliance with USAID, the World Bank, and U.S. government regulations. Before working with Dexis, Ms. Simancas supervised two media studios in Washington, DC and the media lab department for Catholic University of America. Ms. Simancas also worked with the City of Alexandria and the United Hispanics of Virginia. Ms. Simancas holds a B.A. in Media Studies from the Catholic University of America and is fluent in Spanish.
Melle Patrick
Manager - Economics Practice
Melle has extensive experience in local economic development initiatives. Ms. Patrick expertise areas include investment opportunity appraisal and capacity development initiatives. Before working with Dexis, Ms. Patrick worked as compliance officer for Orphans International Worldwide, initiating and monitoring projects designed to assist orphaned children and at risk-youths in Sri Lanka and other countries throughout Asia. She also worked as program advisor at the Society for International Development in Washington, DC. Ms. Patrick holds a M.Sc. in Local Economic Development from the London School of Economics and a B.A. in International Relations and Economics from the College of William and Mary. Ms. Patrick is fluent in Dutch and conversational in French
