Competitiveness Analysis of ICT Sector for World Bank Group

Summary

Prepared a comprehensive review of ICT policies, program, human capacity and infrastructure in Rwanda to determine core competitiveness drivers and direct World Bank funding in the right direction.


Purpose

Determine the core drivers for increasing Rwanda's ICT infrastructure and make local firms more competitive through the use of ICT.


Activities

Reviewed policy, legal and regulatory environment, ICT network and applications, quality of skills and human resource development. Reviewed capacity of public leadership to implement, manage, monitor and evaluate ICT projects. Applied a proven e-readiness methodology to determine areas for enhanced competitiveness of ICT sector. Recommendations were presented at the cabinet level.


Results

Work formed the basis for US$15.0 million assistance to the Government of Rwanda to enhance ICT institutions, network and legalregulatory regime.
