Evaluation of Current Fee Structure for Goods Clearance

Summary

Provided recommendations to Ghana's Ministries of Trade and Finance and CEPS (Customs) as to how to bring import and export fees into compliance with the WTO requirements.


Purpose

Determine whether the 1% inspection fee imposed on Imports is WTO-compliant. Make recommendations as to fees that can be legally imposed on imports and exports.


Activities

Prepared annotated table of Customs fees imposed by countries around the world. Met with stakeholders in Ghana to discuss appropriate fees. Presented results of meetings at a stakeholder forum.


Results

Educated CEPS (Customs), Ministry of Trade, Ministry of Finance and local businesses as to the WTO requirements regarding fees.
